I have taught at Georgia Southern University since 1990. I have spent a year as a visiting professor of Strategy and Doctrine at the Air War College at Maxwell Air Force Base in Montgomery, AL and continue to lead seminars on strategy and policy for the U.S. Navy. Major grants awarded in my tenure at GSU include a Fulbright to Helsinki, FI, an IREX to Moscow Russia, a research fellowship from the American Philosophical Society to work in French archives, a grant in residence at the Kennan Institute for Advanced Russian Studies, and a Revson Fellowship from the Center for Advanced Holocaust Studies. I was Editor of the Russo-Japanese War international research project that produced two volumes and have written a manuscript on the education and training of the Imperial Russian General Staff that is under review by a university press. Currently I am working on the issue of criminal justice in the Soviet Union directed toward perpetrators of the Holocaust during World War II. I am also co-chair of Georgia Southern's internationalization task force.
